Step by Step Instruction:-
1. Login to your paypal account first.
2. Now click on contact us at the bottom of the screen.
3. A new window will open, now click on Send us under Email us.
4. Now click on Choose a topic and select My Account.
5. Again click on Choose a subtopic and Select Closing a PayPal account.
6. Finally, click on close account then submit button.
